Extended definition

The E form is the fourth coordination layer in the TIME framework. It is the form currently emerging. Its operating logic is voluntary, commitment-based cooperation: actors pool their capacity toward shared outcomes whose value cannot be captured by any single participant. The authority that holds the pool together is not kinship (T), not statutory hierarchy (I), not price signals (M). It is the commitment itself, made transparent, revisable, and accountable to the cohort that made it.

The E form was named Networks (+N) in David Ronfeldt’s original TIMN framework. The renaming to Emergent (+E) follows Ronfeldt’s own October 2025 proposal and carries a substantive claim: the fourth form is not simply networked communication (which the M form already uses extensively) but a qualitatively different coordination logic that emerges from the interaction of committed actors at landscape scale. The distinction matters because the (+T+I+M)^+N test holds: any +N effort that leaves the monetary substrate intact defaults to triform coordination with a network overlay, not genuine quadriform coordination. +E names the form that passes the test.

The E form is the youngest coordination layer and therefore the least mature. Its institutional expressions are still forming. Its characteristic architecture is still being built. Its relationship to the prior three forms is still being negotiated. What is clear is its structural logic: coordination through pooled commitment, at the scale of the living system, toward outcomes the market cannot price and the state cannot mandate.

Coordination node

The E-form coordination node is the BioHub: the body that holds a bioregional economy in view, convenes its cooperatives, coordinates landscape-scale commitments, and connects community-level commitment pooling to bioregional-scale financing. The shift from skyscraper (M) to BioHub (E) is a shift from concentrated capital to distributed coordination, from architecture built to accelerate flow to architecture built to coordinate retention at landscape scale.

Position in the BioStack

The E form maps directly to the BioConomy. The four layers of the BioStack (BioPlace, BioHub, BioRegion, BioConomy) are the E form’s institutional architecture at ascending scales. Each optimises for retention. Each is defined by place. Each treats the bioregion as the household under management.

The Economy versus BioConomy analysis identifies the five axes on which the E-form system diverges from the M-form system: measurement (stock vs flow), ownership (federated cooperative vs shareholder corporation), unit (bioregion vs nation-state), money (commitment pooling vs debt-based issuance), and substrate relationship (household vs externality). On each axis, the E-form answer produces retention; the M-form answer produces throughput.

Compacts as +E instruments

The three co-signed Compacts produced by the founding-suite templates (Founding Compact, Tender Compact, and Alignment Compact) are +E coordination instruments. Their authority is voluntary, commitment-based, transparent, and revisable by the cohort through the decision-making forms established at the founding. They do not derive authority from any state, market, or prior institution. Where a Compact coexists with a legal entity form or a market contract, the Compact remains the governing document of the coordination work; the entity or contract serves the Compact.

Contrast with adjacent forms

The M form coordinates through competition; the E form coordinates through pooled commitment. The M form allocates through price; the E form allocates through covenant. The M form abstracts from place; the E form is constituted by place. The transition from T+I+M to T+I+M+E does not abolish markets. It adds a coordination form that can hold what markets cannot: ecological function, community capacity, landscape-scale restoration, and the commons governance that prevents these from being enclosed by the M form or captured by the I form.

The E form also recovers something the T form carried and the I and M forms lost: coordination grounded in a specific landscape, held together by identity and reciprocal obligation. The difference is scale. The T form works where everyone knows everyone. The E form extends the same relational logic to watershed scale through institutional forms (cooperatives, compacts, commitment pools) that make reciprocal obligation operational among people who have not met. In this sense the E form is not only the newest coordination layer. It is the one that reconnects the sequence to its origin.
