Surveillance capitalism, in Shoshana Zuboff’s original definition, is the economic logic that “unilaterally claims human experience as free raw material for translation into behavioral data.” This page widens the concept beyond Zuboff’s account of platform advertising to include three linked infrastructures that jointly implement the same logic at planetary scale: the intelligence-industry data-fusion complex anchored by Palantir Technologies, the sovereign programmable-money layer now emerging as central bank digital currencies (CBDCs), and the private cryptocurrency substrate whose political capture completes the circuit. The synthesis reading, developed for the Emancipation Architecture corpus, is that these three infrastructures form the substrate on which the technofeudal trajectory of the Three Futures framework runs.
Overview
Zuboff’s 2019 account is the entry point but not the ceiling. She names the market form of the phenomenon: firms accumulating behavioral surplus, refining it into prediction products, and selling those products into what she calls “behavioral futures markets” (IC: Zuboff, The Age of Surveillance Capitalism, 2019). She also names the political form and gives it a distinct term, “instrumentarian power,” meaning “the power to know and shape human behaviour toward others’ ends,” working “through the automated medium of an increasingly ubiquitous, internet-enabled, computational architecture of ‘smart’ networked devices.”
The concept as this wiki uses it holds Zuboff’s private-sector analysis together with three further structures she treats more lightly. First, the intelligence-industry infrastructure that fuses commercial, administrative, and law-enforcement data at the state level, whose most visible contractor is Palantir. Second, the coming sovereign digital-money layer, in which programmable central bank digital currencies allow rules to execute at the level of the individual transaction. Third, the private cryptocurrency substrate whose original design goal (state-independent digital cash) has been substantially reversed in practice, becoming a channel through which concentrated private capital influences electoral outcomes and the officeholders those outcomes produce.
The three are not separate systems that happen to coexist. They are complementary layers of the same coordination architecture: platforms harvest the behavior, the state-linked data-fusion complex operationalizes it, the programmable-money layer enforces compliance at the transaction, and the crypto layer routes the political capital that keeps the whole arrangement legally protected. The Zuboff term is retained at the top because it names the underlying logic, but the phenomenon has widened well past what any single 2019 account could hold.
The four layers
Layer 1: The behavioral-data platforms (Zuboff’s Google/Facebook analysis). The prediction-product industry documented by Zuboff. Advertising is the presenting business, but the deeper output is a continuously updated model of individual and group behavior that can be sold, licensed, or applied. Behavioral modification is not a side effect. It is the product. The 2010s consolidation of the ad-tech and social-graph industries around a small number of dominant platforms is the mature form.
Layer 2: The data-fusion complex (Palantir). Palantir Technologies was founded in 2003 by Peter Thiel, Alex Karp, Joe Lonsdale, Stephen Cohen, and Nathan Gettings, with early venture funding from the CIA’s In-Q-Tel arm (IC: In-Q-Tel disclosures; Palantir S-1 filing, 2020). Its Gotham platform is used across the US intelligence community and by allied services. Its Foundry platform is deployed in the UK NHS under the Federated Data Platform contract awarded in 2023 (IC: NHS England contract award notice). ICE’s Investigative Case Management system is a Palantir deployment used in immigration enforcement (IC: Department of Homeland Security procurement records; Mijente reporting). The Israel Ministry of Defense partnership was announced in January 2024 (IC: Palantir press release, 8 January 2024). What Palantir sells is legibility: a single searchable surface that fuses data streams which were previously siloed by agency, jurisdiction, or format. The distinction between the private-sector surveillance logic Zuboff documented and the state-linked data-fusion complex Palantir operates has narrowed to the point that they operate on continuous, shared substrate.
Layer 3: Programmable sovereign money (CBDCs). As of 2025, over 130 countries representing more than 98 percent of global GDP were exploring central bank digital currencies, and eleven had launched fully, including the Bahamas (Sand Dollar, 2020), Nigeria (eNaira, 2021), and Jamaica (JAM-DEX, 2022) (IC: Atlantic Council CBDC Tracker, 2025; Bank for International Settlements Working Papers on retail CBDC design). China’s e-CNY pilot had passed cumulative transaction volumes in the trillions of yuan by 2024 (IC: People’s Bank of China disclosures). The European Central Bank entered a preparatory phase for a retail digital euro in November 2023 (IC: ECB Governing Council decision, 18 October 2023). The design question that separates these projects from ordinary electronic bank money is programmability: whether the sovereign can attach conditions to how, when, where, and by whom a unit of currency is spent. The BIS Innovation Hub’s own project reports discuss this capability directly. In the synthesis reading developed for the Coercion Continuum, the programmable CBDC is the terminal instrument of the +I (institutional) form: the point at which regulation executes against the individual transaction rather than against the individual through separate enforcement.
Layer 4: Private cryptocurrency as political-capital rail. The original cryptocurrency design, as set out in Satoshi Nakamoto’s 2008 Bitcoin white paper and its immediate successors, aimed at peer-to-peer electronic cash outside state monetary control. In the fifteen years that followed, the substantive use of the substrate shifted. Speculative trading dominated activity. A small number of centralized exchanges accumulated most transaction volume. And, most consequentially for the argument here, the crypto industry became one of the largest single sources of political spending in the United States electoral system. In the 2024 US election cycle, the industry-funded Fairshake PAC and its affiliates spent approximately 245 million of total electoral spending across the cycle (IC: Federal Election Commission filings; Public Citizen Crypto Cash Comes to Congress report, 2024). The Trump family’s direct crypto involvement developed on a parallel track: World Liberty Financial (WLF) launched September 2024; the 2 billion investment in Binance settled in USD1 in May 2025 (IC: WLF and Trump Organization filings and disclosures; Binance and MGX announcements; contemporaneous reporting in the Financial Times and Wall Street Journal). The interpretive claim (that this arrangement constitutes political corruption on a scale unmatched in the modern American record) is Michael Haupt’s synthesis judgment (MS) and is presented as such; the underlying dollar figures, timings, and named entities are individually documented.
The Sovereign Individual and the founding narrative
The 1997 book The Sovereign Individual: Mastering the Transition to the Information Age, by James Dale Davidson and William Rees-Mogg (Simon & Schuster), predicted that by the early twenty-first century strong cryptography and digital money would erode the nation-state’s monopoly on violence and taxation, producing a class of “sovereign individuals” who could exit mass democracy by placing their wealth and identity beyond state reach. The book anticipated the collapse of high-tax welfare states, the rise of jurisdictional competition for mobile capital, and the emergence of privately issued cyber-currency (IC: Davidson and Rees-Mogg, The Sovereign Individual, Simon & Schuster, 1997).
Peter Thiel has publicly credited the book as formative for his own political and technological program. He wrote the preface to the 2020 reissue and has described the book in interviews as one of the most important works he read as a young man (IC: Thiel, preface to Simon & Schuster 2020 edition; interviews with Peter Robinson at Hoover Institution, 2019). PayPal’s founding thesis, in Thiel’s own retrospective account, included the goal of creating “a new world currency, free from all government control and dilution,” which he stated at PayPal’s launch in 1999 and reiterated in later writing (IC: Thiel remarks at PayPal launch, October 1999; Thiel with Blake Masters, Zero to One, 2014; Jimmy Soni, The Founders, 2022, pp. 130-135). PayPal did not deliver the state-independent currency Thiel described at the time, but the same design goal reappears in Thiel’s public support for Bitcoin and in his early venture funding of the crypto industry.
The synthesis reading joins these threads. The private-sector platform layer (Zuboff), the state-linked data-fusion complex (Palantir), the sovereign programmable-money layer (CBDCs), and the private cryptocurrency substrate share a common founding thesis: the technology of the network age can be deployed to produce a coordination architecture in which the operational sovereignty of the modern nation-state, and the democratic form of governance that runs on it, are structurally weakened. The Sovereign Individual narrative is the version of this thesis oriented toward exit by concentrated capital. The Palantir and CBDC infrastructures are the version oriented toward legibility and control of the population that cannot exit. The two versions are not in tension. They are the two ends of the same instrument.
Why this widens Zuboff
Zuboff’s original account holds firmly within the private-sector advertising and platform industry. Her instrumentarian-power concept generalizes past that, but she does not systematically treat the data-fusion complex, the coming sovereign programmable-money layer, or the political capture of the crypto substrate. The wider concept this page holds is closer to what some analysts call “technofeudalism” (Yanis Varoufakis, Cédric Durand) and what the Three Futures framework names as the Technofeudalism trajectory. Zuboff remains the primary source for the underlying logic; her frame is retained because it is precise about how coordination shifts when human experience becomes free raw material. The widening simply follows that logic where it now runs.
The relationship to the Coercion Continuum
Surveillance capitalism, in the widened reading, is the current terminal phase of the Coercion Continuum. The Continuum’s six shared features (extractive backing, central issuance, storage of value, no income floor, enclosable commons, concentrated governance) each intensify under the four-layer architecture described above. Extractive backing widens from claims on land and labor to claims on behavioral prediction. Central issuance concentrates further, from central bank plus commercial banks to central bank plus a small number of programmable-money platforms. Enclosure extends from physical commons to attentional and informational commons. Concentrated governance now includes the small number of platforms and contractors that operate the fusion complex. The Emancipation Architecture’s six structural inversions are proposed against this specific configuration, not against a generic “capitalism.”
The alpha-window framing
Michael Haupt’s Alpha Window concept, developed in the Three Futures framework, applies here directly. The window in which a voluntary promise architecture (bioregional currency, commitment pooling, Regenerative Participation Income, transvestment pathways) can be built alongside the four-layer surveillance-capitalism substrate is open now, because the substrate is visibly assembling but not yet integrated. The window closes when integration completes: when platforms, fusion complex, programmable sovereign money, and the crypto-financed political capture are locked to each other and to the officeholders who protect them, each exit route becomes progressively harder to reach. The Alpha Window is not a metaphor. It is the temporal constraint the architecture is racing.
What is contested
The interpretive framing of the crypto layer as principally a political-capture mechanism, rather than as a nascent alternative monetary technology captured incidentally by political money, is contested and belongs to Michael Haupt’s synthesis (MS). Independent analysis of the same events (Public Citizen, Americans for Financial Reform, the Brookings Institution) has documented the electoral spending patterns and the Trump family’s crypto ventures without necessarily reaching the same characterization. The underlying spending and entity data are IC. The reading of the entire arrangement as an integrated coordination architecture, rather than as separate industries and separate political actors, is a synthesis claim (MS) that should be assessed on its structural merits.
The CBDC section describes design capability, not universal deployment. Programmable sovereign money is technically feasible in every serious CBDC design; whether any given jurisdiction will exercise the capability against its own citizens, and against what activities, is a policy question the technology does not settle. The concern raised in the Emancipation Architecture corpus is that the capability exists in the substrate itself and that its exercise, once available, is difficult to reverse.
Palantir’s own contracts are individually documented, but the interpretive claim that it constitutes “the state-linked data-fusion complex” as a coherent system is a framing the company itself would contest. The company describes its products as ordinary enterprise software. The synthesis reading treats the contract portfolio and product architecture together, and reads them as a single system, because that is how they function operationally regardless of how they are marketed.
