A BioHub-distributed stipend that funds a coordination role, produces legible coordination surfaces, and is denominated in a bioregional demurrage currency that cannot re-accumulate as +M capital. RPI is the Emancipation Architecture’s monetary primitive: the substrate intervention that Universal Basic Income (UBI) gestures toward but does not achieve.
Extended definition
RPI decouples access to money from participation in a labor market and inverts the “no income floor” feature of the twelve-thousand-year Coercion Continuum. Where UBI supplements purchasing power inside the existing +M substrate, RPI changes the substrate itself. The distinction rests on three design properties.
First, a BioHub distributes RPI, not a state. State distribution reintroduces +I retention logic (legal duty, bureaucratic process) and the administrative-verification problem that sank Anthony Atkinson’s participation income at population scale. BioHub distribution keeps the scheme bounded to a defined coordination surface where verification is tractable.
Second, RPI funds coordination roles, not individuals unconditionally. UBI pays everyone; released hours default to leisure and private investment absent a coordination surface to flow into (the pattern observed in the OpenResearch and Finnish experiments). RPI funds a person to hold a coordination role, so the released hours have somewhere to go.
Third, RPI makes outputs legible through coordination surfaces: wikis, published tools, convened forums, and llms.txt endpoints. The coordination surface is simultaneously the output, the audit trail, and the compound-returns engine of the +N retention logic. This inverts SROI: rather than translating coordination into a monetary ratio, RPI publishes the coordination itself in inspectable, attributable, machine-readable form.
The demurrage denomination is what prevents re-accumulation as +M capital, keeping both the coordinator and the value inside the +N circuit. Demurrage imposes a holding cost that pushes money toward use and out of the store-of-value function, making RPI a substrate change rather than an income supplement.
The minimum viable version is a single BioHub, a single stipended coordinator, a defined coordination surface, and a 90-day cycle with auditable outputs.

Intellectual lineage
Atkinson’s participation income (1996) supplies the participation condition. Benkler’s commons-based peer production proves the non-market motivation is real. Ostrom’s commons governance accounts for the time costs someone must bear. Mondragon demonstrates that governance labor can be internally funded. Gorz’s “sphere of autonomy” theorizes the goal. What none supplies, and RPI adds, is the demurrage denomination that prevents re-accumulation as +M capital.
Grassroots Economics’s commitment pooling work in East Africa demonstrates the currency-issuance mechanism at community scale; the Emancipation Architecture scales it to bioregional level with RPI as the primitive.
