Extended definition
An Alignment Statement maps what the BioHub already delivers against what the instrument already requires. The gap between them is what the Alignment Compact is for. It specifies the build-out: monitoring and verification architecture to be constructed, governance requirements to be met, partnerships to be formalized, resource requirements and funding pathway, risk register, and timeline.
The Compact is a +E coordination instrument. It binds the cohort to a shared build-out trajectory without depending on any single institution’s mandate or any single funder’s cycle. The commitment is to the coordination work itself, governed by the decision-making forms established in the Founding Compact.
Length is five to ten pages. Co-signed by the cohort. Used internally to coordinate the build-out work, and externally to demonstrate to instrument parties that a credible build-out plan is underway.

The Tender Compact establishes what the BioHub commits to tender across its portfolio. The Alignment Compact establishes what the cohort commits to build to reach readiness for one specific instrument. Once the build-out is complete, the specific tender operates under the Tender Compact and the Alignment Compact’s commitments are either fulfilled or carried forward into operational work.
