To give a coordination form’s operating logic a written, structured, transmissible expression. Each form in the TIME framework has been codified by different institutions using different instruments. The +I form was codified in statute, canon law, and bureaucratic procedure. The +M form was codified in contract law, accounting standards, and economic theory. The +E form is being codified now, in wiki entries, glossary definitions, founding compacts, coordination surfaces, and the controlled vocabulary of the BioConomy corpus.
Why the distinction is important
The word “codify” carries +I-form and +M-form connotations by default. In ordinary usage it means to arrange existing rules or laws into a systematic code: the codification of Roman law, the codification of GAAP, the codification of a regulatory framework. The agent doing the codifying is typically a legislature, a standards body, or an authoritative institution. The output is binding on participants within the jurisdiction.
The +E form’s codification works differently. No legislature convenes to define what a BioHub is. No standards body certifies the coordination surface format. No regulatory authority enforces the Tenderable Services Portfolio categories. The codification happens through a shared knowledge commons: a wiki whose entries are written, contested, refined, and cross-linked by practitioners working in real bioregions. The output is not binding by jurisdictional authority. It is binding by utility: a BioHub that uses the controlled vocabulary can be read by every other BioHub in the network without prior arrangement. A BioHub that coins its own terms in isolation cannot.
This is the sense in which the BioConomy wiki codifies the +E form. It is not legislating the Emergent coordination layer into existence. It is giving that layer’s operating logic a written form precise enough to be transmitted, taught, critiqued, and built upon. The glossary entries are not definitions imposed by authority. They are definitions arrived at through practice and made available to anyone entering the field. The concepts, frameworks, and research briefs are not regulations. They are the shared grammar (see Coordination Grammar) through which +E-form practitioners recognize each other’s work and coordinate without a central authority mediating the connection.
Codification across the four forms
Each TIME form codified its coordination logic in the medium native to its operating layer:
- The +T form codified in oral tradition, ritual, song, and sacred narrative. The code was carried in memory and performance. Transmission required presence, repetition, and initiation. The codification was durable (some oral traditions survived millennia) but not scalable beyond the community that carried it.
- The +I form codified in written law, institutional charter, and administrative procedure. The Justinian Code, the Magna Carta, the Napoleonic Code, the constitutions of modern nation-states. The medium was text backed by sovereign authority. Transmission scaled through literacy, bureaucracy, and the printing press. The codification was binding on populations that had never participated in its creation.
- The +M form codified in contract, accounting standard, and economic theory. The joint-stock company charter, double-entry bookkeeping, the GAAP framework, the Basel Accords, the textbooks that trained generations of economists in a shared +M grammar. The medium was standardized documentation backed by market institutions. Transmission scaled through professional education and regulatory adoption.
- The +E form is codifying in this wiki, glossary, compact, and coordination surface. The medium is a linked knowledge commons readable by both human practitioners and AI agents. Transmission scales through replication: any bioregion can fork the wiki structure, adopt or translate the controlled vocabulary, publish a coordination surface, and become legible to the network. The codification is binding by interoperability, not by authority. A BioHub that adopts the shared grammar can federate. One that does not, cannot.
