Extended definition

Coordination work happens across a spectrum of readiness. Some of what a BioHub can tender is contractable today. Some of it requires build-out that is scoped and estimable. Some of it depends on research that has not yet been done. The Readiness Diagnostic makes the spectrum legible.

The diagnostic is a frank instrument. A service categorized as ready after two years of monitoring build-out is not presented in the Value Proposition Statement as a current offering. An alignment pathway categorized as not-ready-structurally is not presented in the Alignment Statement as an emerging capability. The distinction between what the BioHub can do now, what it commits to build, and what remains an open research question is the discipline the diagnostic enforces.

The diagnostic feeds the Gap Register directly. Every “ready after build-out” entry becomes a set of gap-register entries specifying what must be built, by whom, on what timeline.

Contrast with adjacent tools

A maturity assessment scores an organization against a fixed set of criteria. The Readiness Diagnostic does not score; it categorizes into three or four bands specific to what the BioHub is tendering or aligning to. A single Value Proposition Evidence Pack may hold a diagnostic in which some services are ready now and others years away, without one being ranked higher than another.

A go/no-go decision test decides whether to proceed. The Readiness Diagnostic decides what to proceed with and on what timeline. It supports the cohort in prioritizing tenders and build-out, not in choosing whether to be a BioHub.
