The Readiness Diagnostic categorizes; the Gap Register enumerates. For every “ready after build-out” entry in the diagnostic, the register produces one or more entries specifying: the specific gap, the build-out or research required to close it, an estimated timescale, a proposed owner (the BioHub itself, a specific partner, a to-be-identified specialist), and a dependency note (does closing this gap depend on closing another first).

The register is a coordination instrument, not a project plan. Its function is to make the work visible so the cohort can distribute it, sequence it, and hold each other accountable to it. Specific project plans follow from the register as downstream operational work.

Gaps that cannot be closed by the BioHub alone are marked with the partner or specialist required. Gaps that block other gaps are marked as dependencies. Gaps whose closure would take longer than the target tender or instrument’s timeline are flagged for the cohort to decide whether to close or to defer the tender.

Contrast with adjacent tools

A risk register enumerates what could go wrong. The Gap Register enumerates what is missing. Both are used, but they answer different questions. The Alignment Compact includes both: the Gap Register in its build-out commitments section, and the risk register in its section 8.

A backlog holds a queue of work to be done. The Gap Register holds a structured list with dependencies, owners, and consequences of leaving each gap open. It is a shorter, more structured document than a backlog and is co-signed by the cohort through the Compact that references it.
