Extended definition
A financial instrument has its own architecture: outcome metrics it purchases, verification methodology it requires, implementation agent structure it expects, payment triggers, investor structure. A BioHub tendering into the instrument needs a document that speaks to both the BioHub’s capacity and the instrument’s requirements in single voice. The Alignment Statement is that document.
Five to ten pages. Prose-forward, formal register. States what the BioHub delivers, what the instrument purchases, how the two align, where the gaps are (with a clear statement of what the gaps are, not a reassurance that they will be closed), and what makes the BioHub a credible counterparty.
Every claim in the Statement traces to evidence in the Alignment Evidence Pack, cohort input, or the nine preceding template outputs. Claims that cannot be traced are revised or removed.
Contrast with adjacent instruments
A pitch or investor prospectus is written to elicit investment. The Alignment Statement is written to establish alignment. Specific funding proposals or partnership requests follow from the Statement as separate documents.
The Tender Compact establishes what the BioHub tenders across its portfolio. The Alignment Statement establishes how one specific tender aligns to one specific instrument. Where a BioHub aligns to multiple instruments, each has its own Alignment Statement.
