The document co-signed by a BioHub cohort and its place’s ratifying authorities that sets what no engaging party may change, where each kind of party may come in, and the test any grant or instrument must pass.
Extended definition
The Terms are five to ten pages, produced by Prompt 3 of the Place Mandate Template. The cohort and the place’s ratifying authorities sign them; any party that engages countersigns to confirm it engages on these terms. The fixed ground covers the Place Mandate’s list of things that need doing, what is held, who decides, the place’s own measures of progress, and the place’s ownership of data about itself. The ways in set out what an engaging party may fund or contract for each strand and money layer, and what it receives. Additional reporting a party requires is costed and paid for by that party. The Terms and the Mandate are revised only through the place’s own process.
The register is firm and courteous. The Terms state the conditions without arguing for them, and state that the place continues its work whether or not a given party engages.
Contrast with adjacent instruments
The Founding Compact governs the BioHub’s own cohort. The Tender Compact governs what the BioHub tenders. The Terms face outward to every grant maker, investor, buyer and public body at once. The Alignment Compact for any one instrument may not contradict them: the Bankable Service Alignment Template applies the Terms’ instrument test before it maps services onto an instrument.
