The evidence pack behind a Place Mandate: what the place’s work offers institutions and markets across four five-year periods, what is held, the money sequence, the needed trajectory and the plan for proceeding without outside engagement.

Extended definition

The Ledger is twenty-five to fifty pages in a reference register, produced by Prompt 2 of the Place Mandate Template and finalized in Prompt 3. It values each strand of the Place Mandate in two directions: the public obligations it fulfils or makes cheaper for the Institutional form, and the services a buyer in the Market form can contract. Heritage, identity, custodial knowledge and the commons are recorded as held and never priced. The Ledger also states what the place retains from the value it offers, in the terms of retention economics.

Projections beyond the first five years are labeled as scenarios. Every figure carries its source or is marked as the cohort’s estimate.

Contrast with adjacent instruments

The Value Proposition Evidence Pack documents what a BioHub can tender now and after build-out. The Ledger places that offer on a twenty-year line, adds value to public institutions, and adds the money sequence, the needed trajectory and the plan for proceeding without outside engagement.
