A Bioregional Development Plan is the plan a Bioregional Development Organization holds and works through: three maps braided together, with an investment thesis built on them, revised as the economy it guides comes into being.

Extended definition

Benjamin Life sets out the plan in The Missing Middle of Bioregional Development (Part II, October 2026). He takes the strategy instrument of the US Regional Development Organization, the Comprehensive Economic Development Strategy, and rebuilds it on bioregional ground. The first map is biophysical and metabolic: a carrying-capacity analysis, which the wiki calls the carrying budget, together with a metabolic study of how materials and money move. The second is a social map drawn with organizing teams, frontline communities and Indigenous nations as co-authors. The third is a governance map that seats stakeholders and their decision rights before significant capital arrives. Life organizes the investment thesis around food, health, housing and ecology, resting on energy, water and infrastructure.

Life calls the plan a living map. As a bioregion regenerates and more of its flows circulate internally, its carrying capacity changes, and the plan is redrawn.

In this wiki, the founding suite produces the plan from its own outputs plus the Metabolic Study Template. Assembling a Bioregional Development Plan maps each part of Life’s plan to the document that carries it and sets out the process.

Place Mandate. The Place Mandate states what the place knows needs doing over twenty years and asks no one for money. It is the plan’s statement of the work. The plan also holds the maps, the governance and the investment thesis.

Bioregional Regeneration Strategy. The co-created multigenerational plan that anchors the Bioregional Financing Facility in Power and Seefeld’s architecture. Life’s plan sits one level above it and coordinates all four facilities.
