Circulation Goals are a BioHub’s co-signed targets for the share of each material and money flow that circulates inside its BioRegion, period by period, with the first loop the cohort chooses to close.

Extended definition

The Circulation Goals are the third output of the Metabolic Study Template. The template first sets the carrying budget, then maps the bioregion’s flows in a metabolic study. The cohort then decides what it will aim for. For each flow (food, water, energy, building materials, care, and the money that pays for them) the goals state today’s internal share, a target for each five-year period of the Twenty-Year Value Ledger, and the carrying-budget limit the target must respect.

The goals also name the pilot loop. Benjamin Life argues that a bioregional economy begins by closing one loop end to end, usually food, because it is the highest-frequency household spend. The goals record which loop the cohort chose, the chokepoints in order of severity, and the conditions under which later financing facilities would open.

Circulation Goals give retention economics a measured target. They feed the Place Mandate’s strands and the Value Ledger’s value retained.

Needed trajectory. The needed trajectory tracks the BioHub’s own income mix, grants against earned payments. The Circulation Goals track the whole BioRegion’s flows.

Provenance

Coined 28 October 2026 as the name of the third output of the Metabolic Study Template. The pilot-loop logic follows Life’s Part II. The output, its structure and its link to the Value Ledger periods are the wiki author’s. Marked working-hypothesis until a BioHub has run the template.
