The report proposes a phased institutional model in which a bioregion builds four interlocking entities as it matures: a bioregional trust (holding inalienable commons assets), a venture studio (incubating regenerative enterprises), an investment company (channeling capital into place-based regenerative activity), and a bioregional bank (providing lending, savings, and currency functions). The entities are modular and phased, and the vision extends to every bioregion on earth.
