A small, recurring group of institutions has funded the 22 nature performance deals documented since 2016, and public balance sheets carry most of the credit underneath them.
Overview
This register records every institution found in a public deal record for an instrument whose terms depend on a verified ecological outcome: the broad family of the performance-based bond. It exists so that a BioHub preparing its own instrument can see who has already bought, arranged, guaranteed, insured or paid for outcomes in a comparable deal, and on what terms.
A handful of names recur. Nuveen appears in more nature deals than any other bondholder, and Mackenzie Investments is the only other buyer named in all three World Bank nature outcome bonds. Legal & General reports more than US$465 million across four sovereign debt-for-nature conversions [MS]. The credit beneath those conversions came from public institutions: US DFC political-risk insurance covered five of the eight commercial conversions and IDB guarantees covered four [IC]. In the R2.5 billion Cape Water bond of April 2026, IFC and FSD Africa Investments supplied about R1.83 billion on disclosed figures.
Insurers take two roles. As risk carriers, AXA XL, Chubb, Coface, Swiss Re and specialist political-risk carriers reinsured DFC’s cover, and AXA XL wrote direct credit insurance on the 2024 Bahamas conversion. As bondholders, L&G, BNP Paribas Cardif, MetLife Investment Management, Skandia, Velliv, Sanlam Life and CSAA Insurance Group bought outcome or forest resilience bonds, most of them since 2024. BlackRock is on the watch list: it publishes research on nature as an investment risk, and no deal record checked names it.
Right of reply
Every page in this register describes an institution only through its published statements and the public records of the deals listed. No institution has yet been invited to comment. Responses and corrections will be recorded on the institution’s page with their date. Pages are published without waiting for replies because they draw only on public records.
How to read the register
What counts
An instrument qualifies when investor returns or issuer terms depend on a verified ecological outcome. Four families qualify:
- Outcome-linked bonds. A coupon or redemption amount moves with an ecological result.
- Environmental impact bonds and forest resilience bonds. An outcome payer pays or saves according to measured results.
- Debt-for-nature conversions. A sovereign takes on conservation commitments backed by penalties, step-ups or default consequences.
- Sustainability-linked bonds with a nature target. The coupon steps with a nature indicator such as native forest area.
Parametric reef insurance is recorded as adjacent: it pays on a wind-speed trigger to protect a natural asset, and no investor return depends on ecological performance. World Bank outcome bonds on plastics, emissions and clean cooking sit outside the nature scope and appear only to show which buyers return. Plain use-of-proceeds green and blue bonds are out of scope.
Tiers
| Tier | Who it holds |
|---|---|
| 1. Global allocators | Asset managers above about US$1 trillion, insurers and reinsurers writing business across continents, global banks, multilateral development banks, sovereign wealth funds |
| 2. Regional and specialist capital | Bilateral and regional development finance institutions, mid-size and impact managers, pension funds and insurers buying across borders, specialist insurers and brokers, global outcome payers, foundations of global reach, corporate outcome buyers |
| 3. National institutions | Commercial banks that issue or arrange at home, domestic managers, pension funds and insurers, national development banks, local foundations |
Group entities are listed under the name used in the deal, so a bank’s arranging role and its asset manager’s purchase can sit on one page with the entity named in each row.
Roles, evidence and claim tags
Roles are issuer, arranger, anchor or cornerstone investor, investor, outcome funder, guarantor, political-risk or credit insurer and reinsurer, parametric insurer, broker and conservation trust endowment funder. A participant is documented in at least one named deal. A watch list entry has a stated policy, research output or product and no documented deal.
Claim tags follow each claim on the institution pages. [IC] means an official record or two independent sources. [MS] means the claim rests only on the institution’s own statement or on statements by parties to the same deal; on this site that meaning applies only to register pages. [TBV] means plausible and unconfirmed.

The register is built from each institution’s page, so it stays current as pages are added or corrected. The tabs show all three tiers together, each tier on its own, the insurers and brokers, each instrument family, the watch list, the institutions by country, and the date each record was last checked. Click a column heading to sort by it. Each institution’s page gives its deal-by-deal record with claim tags.

Adjacent deals: the Quintana Roo reef insurance (2019), the Mesoamerican Reef insurance (from 2021), The Nature Conservancy’s Hawaii reef policies (2022 to 2024), the 2018 Seychelles blue bond and Barbados’s 2024 debt-for-climate-resilience operation. Unissued in October 2026: the World Bank’s Indonesia coral reef and Rwanda chimpanzee bonds, and RMB’s planned wildlife bonds.
Where insurers sit
Insurers enter through three channels. Two are in scope: holding the bonds, and carrying sovereign credit and political risk behind DFC or beside development bank guarantees. Parametric reef underwriting is the adjacent third.
- Risk carriers. On Belize and Gabon, private insurers took about half of DFC’s exposure [MS]. Chubb’s US$300 million on Belize is the only disclosed individual share. The Bahamas deal moved AXA XL from reinsurer to direct credit enhancer, with US$30 million of excess-of-loss cover beside an IDB guarantee and a Builders Vision guarantee [MS]. The panels for Galápagos (ten carriers besides Coface), El Salvador and Ecuador Amazon are not public.
- Bondholders. The 2022 Rhino Bond book named no insurer. Velliv and Skandia entered in 2023 and 2024; L&G, BNP Paribas Cardif and MetLife Investment Management followed in 2025 and 2026. The 14-year Spekboom bond drew four insurer or insurer-owned buyers. No source shows an insurer buying a nature performance bond to reduce its own claims; CSAA’s statements speak of policyholders and communities in general terms.
- Parametric cover. Swiss Re, Munich Re, AXA Climate and a Mexican primary insurer write reef cover, with premiums paid by governments, a hotel levy, donors and WTW.
Watch list
BlackRock is the largest name on the watch list. Its documented nature activity is a 2024 research paper on nature as investment risk and the June 2026 addition of the Natural History Museum’s Biodiversity Intactness Index to its analytics platform [IC]. Fund holdings filings were not searched, so an undisclosed holding of debt-conversion notes cannot be ruled out. Vanguard, State Street, Amundi and PIMCO are absent from every deal record found. Mirova and NBIM act on nature through private funds and stewardship expectations outside the four instrument families.
Patterns
- Repeat buyers. Nuveen (seven deals across all categories), L&G (six), Mackenzie (five) and Velliv (four) lead the count. The outcome-bond buyer base is a narrow set of impact and sustainable fixed-income desks in Europe and North America. No bondholder appears in both the World Bank deals and the Cape Water bond; Citi and Conservation Alpha, the Rhino Bond’s calculation agent and Cape Water’s design and technical agent, link the two.
- Public credit underneath. IBRD issued three of the four nature outcome bonds. Every commercial debt conversion from 2021 to 2024 used an AAA or AA wrapper from DFC, IDB, CAF or, in the Bahamas, an insurer beside two guarantors.
- DFC’s change of priorities. DFC’s commitments fell from US$12.1 billion in fiscal 2024 to US$3.6 billion in fiscal 2025, with priorities moved to minerals, energy and transport [IC]. No commercial debt-for-nature conversion closed in 2025 or 2026 in the sources found. Reuters’ sources pointed to the Bahamas structure, without DFC, as an alternative [MS].
- Bank issuers and domestic buyers. The Cape Water bond is the first nature outcome bond in the register issued by a commercial bank, listed on a domestic exchange and sold mainly to domestic buyers and two development finance institutions. Its outcome funding comes from a corporate foundation, a national development bank and local foundations.
Context
Since late 2024, Texas and other states have pursued an antitrust case against BlackRock, State Street and Vanguard over climate coalition membership and stewardship. The states and the US Department of Justice and Federal Trade Commission present it as competition enforcement; the defendants and critics present it as an attack on investor stewardship [IC]. Vanguard settled in February 2026 with commitments to passive stewardship, and trial for the others is set for January 2028 [IC]. The case concerns coordinated stewardship and does not bar any manager from buying a particular bond; no source measures its effect on demand for nature-linked bonds. The Net Zero Asset Managers initiative relaunched in February 2026 without the nine largest managers [IC]. In the European Union, the revision of the Sustainable Finance Disclosure Regulation is still under negotiation, ESMA’s fund-naming guidelines apply fossil fuel exclusions that bond fund managers have criticized, and the EU Green Bond Standard labeled more than €22 billion in its first year [IC].
What the register has not yet checked
An institution’s absence from a deal list means only that the search did not find it there. Not yet searched: US SEC N-PORT and European fund reports, which would show holders of debt-conversion notes; municipal bond disclosures for the US impact bonds; the Oxford INDIGO and Brookings impact bond databases; corporate sustainability-linked bonds with nature targets; and deals in the Netherlands, Australia, India and Kenya. Searched without a deal role found: Vanguard, PIMCO, J.P. Morgan Asset Management, Goldman Sachs Asset Management, Invesco, Capital Group, Franklin Templeton, Northern Trust, GIC, ADIA, PIF, CPP Investments, CalPERS, APG, PGGM, Zurich, AIG, Sompo, Tokio Marine, MS Amlin, Beazley, Hannover Re and Santam. Not yet searched individually: SCOR, Allianz, Generali, Aviva, M&G, Prudential plc, PGIM, PFA, Storebrand, KLP, Aon, Marsh McLennan, Guy Carpenter, Gallagher Re, the Insurance Development Forum, the Global Shield, African Risk Capacity and CCRIF.

Provenance
Drafted on 15 October 2026 from the research brief Nature performance bond investors.md, compiled the same day from five research strands (outcome-linked and sustainability-linked bonds, environmental impact bonds, debt-for-nature conversions, insurers and reinsurers, and the largest asset managers with their regulatory context), and from the Cape Water findings of an earlier run the same week. Editorial decisions: the tiers, roles and evidence levels follow the register design agreed for this site; claim tags follow the brief, which lowered to [MS] any claim a research note had graded [IC] on a company’s own release; institutions with minor or adjacent-only roles are listed on this page without pages of their own; the Business Day statement that Cape Water investors’ “capital remains protected” is attributed to the columnist’s summary of RMB’s Martin Potgieter, after checking the article on 15 October 2026. Pages are published without waiting for replies because they draw only on public records. Revised the same day: the three tier tables were replaced by an embedded base, investors.base, built from the pages’ frontmatter, and each page gained a deals key so the base can show and filter by deal.
