The AXA group appears in more nature deals than any other insurer group in the register, through AXA XL’s political-risk and credit insurance on sovereign debt conversions and AXA Climate’s parametric reef cover [MS].
Right of reply
This page describes AXA only through its published statements and the public records of the deals listed. AXA has not yet been invited to comment. Responses and corrections will be recorded here with their date. On register pages, [MS] marks a claim that rests only on the institution’s own statement or on statements by parties to the same deal.
In the register
The register follows instruments whose terms depend on a verified ecological outcome, the broad family of the performance-based bond. The register index explains its tiers, roles and claim tags.

|---|---|---|---|---|---|
| Belize Blue Bond | 2021 | Debt-for-nature conversion | Reinsurer of US DFC political-risk cover (AXA XL) | Not disclosed | [MS] |
| Gabon Blue Bond | 2023 | Debt-for-nature conversion | Lead reinsurer of US DFC cover, by its own account (AXA XL) | Not disclosed | [MS] |
| The Bahamas conservation-linked conversion | 2024 | Debt-for-nature conversion | Excess-of-loss credit insurer (AXA XL) | US$30m, rated AA- | [MS] |
| Galápagos Marine Bond (Ecuador) | 2023 | Debt-for-nature conversion | Referenced in connection with the deal; role not stated (AXA XL) | Not disclosed | [TBV] |
| Mesoamerican Reef parametric insurance (MAR Fund) | 2021 onward | Adjacent | Parametric insurer (AXA Climate) | Shared program | [MS] |
On the Bahamas deal AXA XL moved from reinsurer behind a US government insurer to direct credit enhancer, alongside an IDB guarantee and a Builders Vision guarantee. Trade press called it “the first new generation debt swap involving guarantees and private sector insurance” [MS]. AXA XL co-signed an insurance industry statement of support for debt conversions around COP28 in late 2023 [MS]. AXA Investment Managers is on the register’s watch list as a Nature Action 100 participant [IC]. AXA Climate also offered a reef product in the Maldives in 2022 that was not bought [MS].
What it has said
AXA XL’s Barrowcliff, explaining the choice of deals: “Gabon had less of a discount and better credit” and “In the case of the Galapagos, the tourist economy is super important” [MS]. The Insurer reports him describing political and credit risk insurance as a tool “increasingly being demonstrated through sovereign debt conversions” for biodiversity outcomes [MS].
Open questions
For Belize, a trade source reports that AXA XL “led” the US$610 million facultative reinsurance, while Chubb’s release has Chubb providing US$300 million “with other private insurers” and the TNC case study names no lead [TBV]. AXA XL describes the Gabon political-risk cover as “$523” against DFC’s stated US$500 million [TBV].

Provenance
Drafted on 15 October 2026 from the research brief Nature performance bond investors.md, compiled the same day from five research strands: outcome-linked and sustainability-linked bonds, environmental impact bonds, debt-for-nature conversions, insurers and reinsurers, and the largest asset managers with their regulatory context. Claim tags follow the brief, which never upgraded a claim without a source and lowered to [MS] any claim a research note had graded [IC] on the strength of a company’s own release. The headquarters country in based_in comes from general knowledge unless a deal record states it, and is to be confirmed. The brief’s search had limits: fund holdings filings, municipal bond disclosures and the Oxford INDIGO and Brookings impact bond databases were not searched, so a deal missing from this page may exist.
