The Substrate Hypothesis
Coordination is a property of engineered or evolved substrate, not of participant disposition. The structure participants inhabit determines the coordination behavior that emerges from them. Changing coordination at population scale requires changing the substrate, not persuading the participants.
The claim
The hypothesis makes a structural claim about causation. When a population occupies a given substrate (a monetary system, a governance architecture, a workshop environment, an ecological niche), the coordination patterns that emerge are determined by the properties of that substrate. Different participants placed in the same substrate produce the same coordination patterns. The same participants placed in a different substrate produce different coordination patterns. The variable that predicts coordination behavior is substrate, not disposition.
This is not a claim about any single substrate. It is a claim about the relationship between substrate and behavior in general. It applies to monetary systems, workshop environments, ecological niches, governance architectures, and any other structure that holds participants in coordinated relationship. The Cheapest Available Behavior Thesis specifies the mechanism: participants tend toward whatever behavior the substrate makes cheapest, and the aggregate distribution of behaviors tracks the substrate’s cost structure.
Two independent source traditions
The hypothesis is the author’s synthesis of two independent traditions that arrived at the same structural observation through different methods in different domains.
The M.G. Taylor Corporation (1980-2013)
Matt and Gail Taylor founded the M.G. Taylor Corporation in 1980 to design and facilitate large-scale collaborative problem-solving environments. Over thirty-three years, the corporation ran thousands of DesignShop events for organizations including NASA, the U.S. Army, Ford, and Motorola. The methodology was built on a specific design principle: the physical environment, facilitation protocols, artifact structures, and temporal rhythms of a workshop determine the coordination behavior of its participants.
The evidence was empirical and repeatable. The same group of executives, placed in a conventional boardroom with a slide deck and a chairman, produced conventional boardroom behavior: sequential presentation, status-driven speaking order, convergence on the chairman’s prior conclusion. The same executives, placed in a Taylor-designed environment with breakout zones, writable walls, timed iteration cycles, and facilitation protocols that prevented status capture, produced qualitatively different coordination: parallel exploration, rapid prototyping, synthesis across disciplinary boundaries, and conclusions none of the participants had arrived at individually.
The Taylor insight was that the environment was not a container for the coordination. The environment was the coordination. Change the room and you change the behavior. Change the protocols and you change the output. The participants are a necessary condition, but their dispositions, expertise, and intentions are not the controlling variable. The substrate is.
The author worked within the Taylor methodology across corporate change management and systems integration projects spanning multiple continents over a forty-year career. The Substrate Hypothesis is in part a generalization of what the Taylor environments demonstrated at workshop scale to the civilizational scale the BioConomy wiki addresses.
Elisabet Sahtouris’s evolutionary biology (1989-2024)
Elisabet Sahtouris, building on Lynn Margulis’s endosymbiotic biology, described a general principle of biological maturation: organisms inhabiting the same ecological substrate develop convergent coordination patterns across evolutionary time. Young ecosystems, resource-rich and low-diversity, select for competitive, extractive behavior. Mature ecosystems, resource-constrained and high-diversity, select for cooperative, mutualistic behavior. The transition from competition to cooperation is not a moral choice made by organisms. It is a structural consequence of the substrate’s maturation.
Sahtouris’s contribution to the hypothesis is the observation that substrate determines coordination behavior in biological systems across evolutionary timescales, and that the direction of that determination is from competitive to cooperative as the substrate matures. The claim is ecological, not sentimental: cooperation outperforms competition in complex, resource-constrained environments because the cost structure of the mature substrate makes it so.
The author completed a five-year apprenticeship with Sahtouris. The Substrate Hypothesis is in part a generalization of her biological observation to the domain of institutional and monetary design.
The synthesis
Neither Taylor nor Sahtouris stated the hypothesis in its general form. Taylor demonstrated it in workshop environments without extending the claim to monetary systems. Sahtouris demonstrated it in biological systems without extending the claim to institutional design. The synthesis names what both traditions describe: coordination is a property of substrate, and the substrate is the variable that determines aggregate behavior at any scale, from a workshop room to a civilization.
The synthesis also identifies a third convergent tradition: Donella Meadows’s systems science, which arrives at the same structural claim through formal modeling of stocks, flows, and feedback loops. Meadows’s central thesis in Thinking in Systems (2008), that systems largely determine their own behavior, is a systems-science statement of the same insight. The System Determines Behavior entry treats the Meadows convergence in detail. A fourth convergent tradition, Philip Zimbardo’s social psychology, demonstrated the same claim experimentally: ordinary participants placed in a coercive institutional structure (the Stanford Prison Experiment) produced coercive behavior within days, independent of their prior dispositions.
Four traditions, four disciplines, four methods, one structural conclusion. The convergence across independently derived findings is the strongest form of evidence the hypothesis can claim.
The monetary application
The hypothesis’s central application in the BioConomy wiki is to monetary systems. If coordination is a property of substrate, then the monetary substrate a society inhabits determines the coordination behavior that society produces. A monetary system that rewards accumulation produces accumulative behavior. A monetary system that rewards throughput produces throughput behavior. A monetary system that rewards retention produces retention behavior. The behavior is downstream of the design.
This application has a specific diagnostic consequence. Both capitalism and socialism share the same growth-requiring monetary substrate: interest-bearing, state-issued fiat currency that requires continuous expansion of the monetary base to service the interest obligation. The policy superstructures differ. The monetary substrate is identical. The hypothesis predicts that both systems will produce structurally similar coordination behavior (growth-oriented, throughput-maximizing, extractive at the margins) regardless of the ideological commitments of their participants, and this is what observation confirms.
The diagnostic extends to any proposed alternative coordination architecture. The Emancipation Architecture’s (+T+I+M)^+N test applies the hypothesis directly: any effort to build a fourth coordination form (the +N, or Emergent form) that leaves the existing monetary substrate (+M) intact will default to a triform system with an Emergent overlay, not a genuine fourth form. The test is operational: can the proposed fourth-form coordination persist when the +M monetary substrate is removed? If it cannot, the substrate is still doing the coordinating, and the +N overlay is cosmetic.
The patronage application
The hypothesis also determines the wiki’s treatment of patronage. The glossary entry frames the distinction: the patron’s capital does not fund a project; it enters the substrate and becomes the substrate. Patronage that funds activity without changing the substrate produces activity that ceases when the funding ceases. Patronage that builds substrate (a governance architecture, a coordination protocol, a unit of account) produces coordination that persists after the patron withdraws.
The historical record confirms the distinction. After the collapse of the Western Roman Empire, reconstruction did not happen through improved values or spontaneous reorganization. It happened through explicit, replicable operating codes: the Rule of St. Benedict, standardized Carolingian minuscule, the Admonitio generalis of 789. Where a portable governance code existed, the architecture survived the withdrawal of its founding patron. Where it did not, the architecture dissolved with the patron. What the hypothesis does not claim
The hypothesis is silent on which substrate is desirable. It describes how substrates produce coordination behavior. It does not specify which coordination behavior ought to be produced. That normative work is done by the Coercion Continuum (which documents the coordination behavior the current monetary substrate produces and names it as coercion) and by the Emancipation Architecture (which specifies the structural inversions the alternative substrate proposes).
The hypothesis is also silent on individual agency. It predicts aggregate coordination behavior across populations. Individual participants can and do act against the substrate’s cost structure. The hypothesis does not predict how many will do so in any given population. It predicts that population-level coordination will track the substrate regardless of individual exceptions. The hypothesis does not claim that substrate change is sufficient for civilizational transition. The Consciousness and Value Creation entry argues that the form of consciousness that inhabits a substrate determines the quality of value creation within it. The hypothesis and the consciousness claim are complementary, not competing: substrate determines coordination behavior, and consciousness determines the quality of value that coordination produces.
