American ecological and Georgist economist (1938-2022), emeritus professor at the University of Maryland School of Public Policy, and senior economist at the World Bank from 1988 to 1994. Daly developed the steady-state economics framework, arguing that perpetual growth is incompatible with a finite biosphere.
Contribution
Daly’s central contribution was to reframe economics around biophysical limits. Where neoclassical economics treats the economy as a closed circular flow of exchange value, Daly insisted it is an open subsystem of the finite biosphere, subject to the laws of thermodynamics. The economy takes in low-entropy resources and expels high-entropy waste. Growth in throughput beyond the regenerative capacity of the biosphere is not progress; it is what Daly called “uneconomic growth,” where marginal costs exceed marginal benefits.
His Three Rules of Sustainability became a standard reference point for ecological accounting: renewable resources should not be harvested faster than they regenerate; waste emissions should not exceed the assimilative capacity of the environment; and non-renewable resources should be depleted no faster than renewable substitutes can be developed. In 1995, Daly and Donella Meadows defined criteria for authentic sustainability that extended these principles into a broader assessment framework.
The steady-state economics framework is one of the intellectual foundations of retention economics and bioregional economics. Daly belongs on this list because his work made legible the structural impossibility of infinite growth within a finite substrate, the same impossibility that the Logistic Growth Principle describes at civilizational scale.
