First Tier encompasses all the value systems that Graves documented in his longitudinal research, from survival-oriented Beige through communitarian Green. Each level is a coherent response to its conditions of existence and produces genuine capacities. Each also has a characteristic limitation: it cannot see the developmental sequence of which it is a part, and it treats its own perspective as the final word.
