Sensor-response money is a currency form whose issuance is bounded by measured biophysical and community state, and whose redemption depends on delivered stewardship. It sits opposite debt-based money in the Three Lineages framework. Where debt money structurally requires growth for its own redemption, sensor-response money structurally requires retention. That property makes it the candidate monetary substrate of the deceleration phase of the human S-curve, and the operational mechanism by which the Momentous Leap into mycelial coordination becomes possible at the level of coordination-node incentive structure.
The substrate claim
Any monetary form produces behavioral incentives, and participants tend toward whatever behavior the form makes cheapest. This is the Substrate Hypothesis applied to money. Debt-based money with positive interest makes throughput cheap and retention expensive: the underlying obligation can only be discharged if the economy grew. Sensor-response money inverts the incentive gradient. Its issuance is bounded by measured ecological state, and its redemption depends on delivering stewardship against that state. Growth by itself generates no signal in the mint. The signal comes from measured retention and delivered service.
The defining feature of the form is the process that decides how much is issued and against what. The unit peg is secondary. That process is a governance mechanism sitting on top of a sensory mechanism. The sensor supplies the reading. The community supplies the interpretation. The currency is minted against the community’s committed response to what the reading shows.
Two data streams, combined
The backing rests on the combination of two kinds of measurement, and the combination is the ground of legitimacy.
Data by the community. Citizen science observations, farmer soil records, walking-route bioacoustics, iNaturalist entries, participatory monitoring of water flows and species presence. The community’s own observing labor produces part of the signal its currency is backed by. This is the tradition Will Ruddick’s Community Inclusion Currency extends: labor and mutual commitment as the ground of monetary trust.
Data about the community and the bioregion. Sentinel-2 vegetation indices, groundwater levels from national monitoring, air quality, employment records, school outcomes, dispute rates, health metrics, streamflow gauges. The community’s own biophysical and social state as measured by the wider observing system. This is the tradition Ryan Orbuch’s nature model extends: the planetary sensory apparatus assembled over half a century of public science, now available for local use.
Neither stream alone is sufficient. Data by the community without data about the bioregion drifts into performative reporting. Data about the community without data by the community collapses into external monitoring imposed on a population that has no share in producing it. The combination holds because the community is both observer and observed, and neither role can be extracted from the other without breaking the trust the currency needs to circulate.
The three tiers
Sensor-response money is realized in a three-tier architecture. Each tier has its own entry; a compressed sketch follows.
The ground tier is the CIC. A village or neighborhood-scale token, backed by mutual willingness to accept it in trade, following the pattern of Ruddick’s Sarafu network. The observing signal at this tier is primarily social: labor commitments, mutual credit balances, participation records.
The middle tier is the bioregional currency proper, held at the boundary by a Bioregional Financing Facility (BFF). Its issuance is bounded by measured biophysical performance across the BioRegion. Water yield, biodiversity indices, soil carbon, ecosystem service delivery. Redemption is against committed stewardship. Non-fungibility with the external unit of account is a design property, which supplies its protective illiquidity.
The clearing tier is a bancor-style international clearing union, sitting above the BFFs, arbitrating trade between bioregions on Keynes’s terms. Sustained surplus and sustained deficit are both penalized. The clearing unit itself is neither owned nor issued by any bioregion. The tier holds no currency of its own. It answers the Reserve Currency Cycle that Keynes’s original proposal at Bretton Woods was designed to break and that Steve Keen has named as the recurrent failure mode of empire.
Retention forcing
The property that makes sensor-response money the substrate expression of the retention lineage is direct. Issuance is capped by measured biophysical state. Redemption depends on delivered stewardship. A bioregion that draws down its measured stocks cannot mint more currency against that draw-down. A bioregion that retains and restores its stocks accumulates minting capacity. The incentive gradient runs the opposite direction from debt-based money, which forces throughput to service the interest. This is what makes the form the cheapest available behavior for stewardship at the coordination-node level.
Retention forcing is neutral on tempo. Sensor-response money does not prohibit trade, productive investment, or growth in wellbeing. It bounds the aggregate against what the sensors read. It is compatible with rapid activity inside those bounds, and hostile to activity that breaches them.
Relationship to reserve currency
Sensor-response money is the structural answer to the Reserve Currency Cycle. Reserve currencies overvalue because global demand for them exceeds domestic requirement. Overvaluation hollows out the reserve issuer’s productive base. The productive base’s decline eventually undermines the empire that anchored the reserve, and the next vassal repeats the pattern. Keynes’s bancor proposal was rejected at Bretton Woods and the cycle continued. The dollar is now completing its arc of the cycle, as Keen’s account documents.
A three-tier bioregional architecture has no imperial center to overvalue. The clearing tier arbitrates trade above thousands of bioregional currencies, each of which is protected by non-fungibility with any external unit. No bioregion can capture reserve status because no bioregion’s currency is legal tender outside its own boundary. The failure mode Keen describes is structurally foreclosed.
The wayfinder problem
The three-tier architecture cannot be specified in advance for every bioregion. The community-data combination has to be worked out in place, and no external design authority can supply the answer. Each bioregion has to grapple with these complexities itself. The learning is the transition.
This is the wayfinder role, currently held in the Overberg by the Valley of Grace BioHub. The Valley of Grace Learning Centre and the proposed high school rooted in emergent economics are the research bodies that will resolve the specific loop for this bioregion, working through each sensor and each commitment in turn. What is transferable to other bioregions is the architecture, the epistemic method, and the negative cases the reserve currency cycle supplies. What has to be worked out locally is everything else.
The Momentous Leap as substrate transition
The S-curve deceleration phase is a substrate crisis. Most civilizations fail the crisis and repeat the cycle described by the reserve currency pattern. Elisabet Sahtouris’s maturation frame reads directly onto this: juvenile civilizations consume their host; mature civilizations steward it. The substrate transition is the maturation event.
The Momentous Leap is the name for successfully navigating the crisis into a coordination form that does not repeat the pattern. Sensor-response money is the monetary mechanism by which the Leap becomes possible. It replaces the throughput-forcing substrate that the acceleration phase required with a retention-forcing substrate that the deceleration phase demands. If the Leap is not made in this cycle, the reserve currency pattern repeats, another vassal rises, and the substrate transition is deferred to the next crisis.
Coexistence and transition
Sensor-response money and debt-based money will coexist for generations. The +M form does not vanish because a +E form emerges. The BFFs are the interface between the two registers. Their operational protocols hold the boundary that keeps the bioregional currency non-fungible with the fiat above it, while permitting flows in both directions where those flows advance stewardship. Transvestment pathways supply the vocabulary for those flows: value moves from the throughput register into the retention register, and the reverse flow is constrained by the protective illiquidity that defines the bioregional tier.
The Performance-Based Water Bond is the first working instance of this interface in the corpus. It is not itself sensor-response money. It is a debt instrument whose returns depend on measured biophysical performance, and its function in the transition is to route external throughput capital toward retention work while the bioregional currency infrastructure is still being built.
Open questions
Which biophysical indices produce the strongest backing signal in different biome contexts? Water yield fits the Overberg case because the Cape Water Performance-Based Bond has already established its measurement infrastructure. What plays that role in an Andean cloud forest, a Sahelian rangeland, a boreal peatland, a Great Lakes watershed? The wayfinder work of each bioregion will settle this locally. The corpus needs to record the patterns as they emerge.
How does a bioregion prevent gaming of the sensor stream once currency depends on it? The observer-and-observed combination is the structural defense. The operational protocols that maintain it are open. Rotating audit responsibilities, cross-bioregional review, and adversarial monitoring by other cohorts are all candidates.
What tempo of measurement matches what tempo of issuance? Daily satellite passes, monthly ecological surveys, seasonal commitment cycles, annual audits. The clock of the currency is a design choice with substantial downstream consequences for how communities plan and commit.
How do BFFs handle the transition period during which fiat and sensor-response money coexist? Transvestment pathways supply part of the answer. The full mechanism has not been specified.
