Jordan Hall argues that no actual event repeats, and that repetition and law become available only after some aspects of reality are selected for a purpose and the rest disregarded. His sequence runs from actuality through selection, determination and comparison to regularity and then to prediction and control, with quality prior to quantity. Scientific knowledge is genuine and conditional on those selections. The modern error he names is to mistake the practical priority of regularity for priority in reality, which leaves whatever the model omits classed as anomaly. An appendix gives a formal argument that actuality is intrinsically infinite. The wiki takes from the essay an account of why gauges such as GDP mislead when their selections are forgotten, and the principle that every indicator should state its purpose and what it disregards. The author has not been invited to respond to that reading.
