Henk Swanepoel is a South African change practitioner who describes himself as a trust enhancement strategist, people steward ambassador and enterprise change specialist. He founded the non-profit The Shift in 2018 and co-founded the company Meritus International in 2014, and is a director of both. His Formation First Economy model is the practitioner example on the wiki’s Bildung page.

Contribution

Swanepoel’s Formation First Economy model treats human formation as infrastructure, alongside physical, financial, digital and institutional infrastructure. It starts from the claim that “capability is not the same as readiness”: knowledge, skills and experience do not by themselves make a person ready to carry responsibility, authority, accountability or pressure. The model runs from formation through readiness and responsibility to trust and stewardship, at every scale from the person and the family to the territory and the economy. Under the heading “formation before funding” it warns that capital given where readiness is lacking can accelerate dependency, fragmentation, poor stewardship and premature scaling. He presented the model to the Ward 2 Development Forum in the Western Cape on 7 October 2026.

The wiki reads Formation First as a practitioner’s statement of the argument that Bildung is a precondition for a BioConomy. That reading is the wiki’s; Swanepoel has not been asked whether he agrees.

Before founding his own consultancy in 1997, Swanepoel spent his early career in the South African Air Force, first as an air traffic controller and then in military education, training and development. He has described his work there on the change process for the 1994 integration of seven air forces into the post-apartheid South African Air Force, and on a character-based leadership programme at the Air Force College. He left the Air Force as a lieutenant colonel in 1996. Meritus International’s engagement model builds a two-year paid mentorship into every project before mentees take on management roles.
